This is the fix.

Step 1:
Go to "My Computer".
Step 2:
Go to: Program Files (x86) - Windows 7, or Program Files - Windows Vista and XP
*Depends on the operating system you have*
Step 3:
Find a folder called "Electronic Arts". Double click on it.
Step 4:
If you have only the base game, click on "The Sims 3". Find a folder called "Game". Find an application called "TS3W.exe" or "TS3.exe". Run one of these as Administrator.
If it works, enjoy your game!
